What Is A PE Solutions Change Of Tenancy?

A Change of Tenancy — often shortened to COT — tells the supplier that responsibility for energy or water at a business premises has changed. It is how PE updates its records to reflect who is now responsible for the supply.

This commonly happens when:

A business moves into new premises
A business moves out of premises
A lease starts or ends
A property changes ownership
A new company takes over premises
A landlord becomes responsible between tenants

PE is the customer-facing brand you may now see across services and communications. For gas and electricity, the licensed supplier remains Pozitive Energy Ltd, company number 09523048. Older contracts, bills or emails may therefore use the Pozitive Energy name while newer communications may use PE or PE Solutions.

What Information Should I Have Ready?

Not every item below is mandatory in every case. The evidence required depends on your circumstances. Having as much as possible available will speed up the process.

Why Should I Take A Meter Photograph?

A clear photograph of the meter can help establish the meter serial number, the reading, which meter relates to the premises, and — where the device shows a date — when the photograph was taken. This can be extremely useful if there is later a dispute about opening or closing readings.

Practical advice

Before leaving a business premises, take clear photographs of every electricity, gas and water meter you are responsible for. For someone moving in, take photographs as close to the date you become responsible as possible. Do not throw away the photographs after receiving the final bill.

Finding Your Supply Numbers

These numbers identify the supply point, not the physical meter. The meter serial number identifies the meter itself — these are not interchangeable.

Electricity

MPAN

Meter Point Administration Number

A 21-digit number that uniquely identifies a business electricity supply point. Found on your electricity bill.

MPRN

Meter Point Reference Number

A number that uniquely identifies a gas supply point. Found on your gas bill, usually 6–10 digits.

Water

SPID

Supply Point Identifier

Identifies a business water supply point. Found on your water bill.

Moving Into A PE Supplied Business Property

Taking over premises does not necessarily mean inheriting the previous occupier's fixed energy contract. Until a new contract is arranged, you may be placed on deemed rates — which are typically higher than contracted rates. It is worth establishing your tariff position as soon as possible.

Record the exact date you become responsible for the premises.

Gather tenancy or ownership evidence — lease, completion statement, TR1.

Moving Out Of A PE Supplied Business Property

Tell PE Solutions promptly when you are leaving. Delays in notifying the supplier can result in continued billing after you have left.

Tell PE Solutions your leaving date as soon as it is confirmed
Take final meter readings on or as close to your leaving date as possible
Photograph every meter before you leave
Keep evidence showing when your responsibility ended
Provide forwarding details where requested
Check the final bill against your closing readings
Do not throw away the photographs after receiving the final bill
Keep copies of all correspondence with PE

PE Change Of Tenancy For Landlords

When a tenant leaves and a new tenant has not yet moved in, the landlord typically becomes responsible for the supply during the vacant period. Accurate tenancy dates matter because they determine who is billed for which period.

Tenant leaves — landlord notifies PE of the leaving date
Landlord provides closing readings and photographs
Landlord becomes responsible during vacant period
New tenant moves in — landlord or tenant notifies PE
Opening readings taken on or near the move-in date
Evidence of tenancy dates provided to PE
Multiple units — each supply should be handled separately
Shared meters — clarify which supply relates to which unit
Managing agents — confirm authority to act on behalf of landlord

Accurate dates matter. If there is a gap between the old tenant's leaving date and the new tenant's start date, the landlord is normally responsible for the supply during that period.

I Bought The Business, Not Just The Property

Business acquisitions can be more complicated than a simple tenant change. The legal entity responsible for the supply matters. If you have bought a business as a going concern, the energy supply situation may differ from a straightforward change of occupier.

This could include a completion statement, share purchase agreement, or other documentation depending on the structure of the transaction. The water Change of Tenancy process is handled separately from electricity and gas. Do not use the electricity/gas COT process for a water supply.

Can A PE Change Of Tenancy Be Backdated?

Customers sometimes contact suppliers months after moving into or leaving premises. Whether account responsibility can be changed retrospectively depends on the evidence available and the circumstances.

We would not promise that PE Solutions will accept a backdated date — that depends on their assessment of the evidence. What we can say is that the stronger the evidence, the better the position.

Evidence that may support a backdated COT:

Lease or tenancy agreement with clear dates
Completion statement or TR1
Business rates evidence
Landlord confirmation in writing
Meter readings taken at the time
Meter photographs with date information
Previous correspondence with PE
Utility bills from the relevant period

Am I Responsible For The Previous Occupier's PE Energy Debt?

A new occupier would not normally simply become responsible for another legal entity's energy debt merely because they moved into the premises. Energy debt belongs to the contracting party, not the premises.

However, PE Solutions needs to establish when responsibility changed. That is why evidence of the Change of Tenancy is important — it establishes the date from which you became responsible, and therefore the date from which you can be billed.

Why Is My PE Change Of Tenancy Taking So Long?

COT delays are common and usually come down to one of the following:

Missing evidence
Unclear tenancy dates
Meter serial number mismatch
No opening or closing reading
Wrong MPAN, MPRN or SPID
Different business name on records
Company details do not match
Previous occupier has not closed their account
Landlord and tenant dates conflict

My PE Change Of Tenancy Has Been Rejected

A rejected COT does not mean the end of the road. It usually means PE needs something specific that was not included in the original submission. Simply resubmitting the same information is unlikely to help.

Ask PE exactly what evidence is missing — get this in writing if possible
Check the dates on your documentation match what you submitted
Check the business or legal entity name matches PE's records
Check the meter serial number matches the supply
Check the MPAN, MPRN or SPID is correct
Keep a written timeline of every contact with PE
Keep copies of all correspondence
Escalate appropriately if the rejection is not explained

What Happens To The Previous Occupier's Contract?

A fixed business energy contract normally relates to the contracting customer and the supply circumstances at the time it was agreed. A new occupier does not automatically inherit the previous business's fixed contract.

Until a new contract is arranged, the incoming occupier will typically be placed on deemed rates. Deemed rates are the supplier's standard out-of-contract rates and are generally higher than fixed contract rates.

Whether you can enter a fixed contract
